Returns a new instance of CLI.

Parameters:

  • argv (Array<String>) (defaults to: ARGV)
  • output (IO) (defaults to: $stdout)
  • error_output (IO) (defaults to: $stderr)
  • input (IO) (defaults to: $stdin)
