workaround for the bug:

the value of the key "rule" is encoded to JSON wrongly by
ActiveSupport::JSON encoder.
"{\"security_group\":{\"description\":\"\",\"rule\":[[null,[],null]]}}"
So it has to use the encoder from JSON library.
