Time.parse_to_utc

Adds a class method to the Time class to parse a string and return it as a UTC time.

Usage

# If the input string contains not time offset, assume it's in UTC already.
Time.parse_to_utc("2010-09-08 12:35:00") # Time.utc(2010, 9, 8, 12, 35)

# If it contains one, convert it to UTC.
TIme.parse_to_utc("2010-09-08 12:35:00 +0300") # Time.utc(2010, 9, 8, 9, 35)
